What if–insane as this sounds–the powers that be WANT Nevada to be devastated?
Yes, they do not care. But, they also may be malevolent. Ruining thier own city and state may be illogical, but, as Robert Heinein said (Beween Planets) those in power operate by an entirely different logic.
